Hello Daniel, it sounds as if the heater element may have grounded to the case, that would allow the heater to come on without the motor starting if the timer is turned away from the "off" setting. Also, an overheat condition caused by the grounded element would have opened one or both of the safety thermal fuses that are in-line to the motor from the timer, They are located on the blower housing and on the heater case, they have grey wires going to them ,they can be checked for continuity with a multimeter.
