Hello Jayne. Yes, based on the information you provided, it sounds like the timer WP661649 is bad and will need to be replaced. Test and see if there is power coming to the timer motor across the two black wires. If so, and the motor does not turn the timer, replace the timer. You can test this with a multi-meter TJMA-DMT3.
