As it turns out the water supply valve and pipe stub was almost fully clogged with calcium deposits. The best way to figure this out is to shut valve on stub, remove supply hose from dishwasher place hose in bucket, turn water valve back on slowly. If you don't have a good flow and pressure, there is probably nothing wrong with the dishwasher. Wound up replacing valve with a ball type. This meant un-soldering the old one. Cleaning out the deposits in the pipe stub and fitting a new valve.
We used a volt meter to check that the dishwasher valve was being called to open. We also did not have to remove the unit from under the counter. Removing the lower front cover gave plenty of space to get to wires on valve.
Tools used: Channel locks, Mapp gas torch, Tort 15, Solder, solder past, Heat shield, sand paper, Screw drivers and digital volt and clamp meter.
