I ordered an igniter, unplugged the stove, and installed the igniter. A couple things about that- the bolts that hold the igniter on are star drive #20's. Once the two bolts are off, you realize there is not enough slack in the two wires going into the back of the stove to get to the connecter. So you have to remove the back of the stove panel to get at the connecter. Look at the new connecter to see how it unsnaps.

Guessed it must be either a heat sensor or a lower element. Bosch wall oven with no easy access to the back of the stove. Based on the sound of arcing, one of the elements failed. The upper one tested fine; too bad, as that's the easy one to access. The lower element on my Bosch induction range is accessible from the back, but only after you pry and bend a vertical piece of sheet metal down to a 30-40 degree angle.
