The ice dispenser door was not closing tightly. As a result, there was frost build up in the ice chute, which also was allowing ambient air and temperature into the freezer compartment. Upon further inspection, there was black “schmutz” on the ice door, and the rubber ice funnel and deflector parts were deteriorating. This recess heater was a last resort 'nuclear' option that I never employed. First repair was to replace the solenoid that keeps the little door from staying open and letting room air back up it. Also replaced the gaskets around both doors which allowed the freezer and fridge sides to stay at the right temp. That seems to have done the trick.
