Replaced the water tube that went from the plastic tubing to the ice cube tray. Found that even though it was the same exact length as the original, there was only an extremely small gap from the end of the tube to a splash board. This may have been the root cause of my problems.

I uninstalled the broken icemaker, swapped the wiring and ice bar from the old icemaker to the new one, and installed the new icemaker all in 12 minutes and 37 seconds from start to finish, which includes pulling out the two freezer baskets and pulling off the freezer door.
