Cold Oven Owner October 31, 2013 for Model Number 790.9641240B Oven doesn't heat. Broiler element works and visual inspection indicated bake element burnt. Replaced part 316206000 but still does not heat. Ohm reading on element is 16 on a 400 scale. Both old and new are same reading. Is that spec correct for a working element?
