Russell, based on the information provided, there could be a partially clogged pressure hose where it connects to the tub, a wire that has grounded out, or there could be a sticking relay in the control for the drain pump. It would be recommended that the pressure hose is inspected for any partial clogs or debris that might get caught in the port, as well as inspecting the wires for any loose connections or bare wire sections in the drain pump harness.

Ravindra, the drain pump WH23X10028 will need to be tested for incoming voltage by placing the washer into a drain and spin mode with the bottom front panel removed. If the drain pump is receiving 120VAC, and not draining, then the washer would need to be drained and the hoses would need to be checked for clogs from the tub to the drain pump, and from the drain pump to the drain stand pipe in the wall. If there are no clogs, then the drain pump would need to be replaced. If there are any clogs, they would need to be cleared.

Gerald, The best option is to access the tech sheet for the unit and put it into diagnostics to see if there are any stored error codes. If there are then go by the error code chart to see what they represent and steps to take. Based on what is going on with the unit, it almost sounds like the control board would be the issue but use the diagnostics to confirm.
