Gary, With the unit not running, no fans or possibly no compressor running then this issue would most likely be caused by a faulty main control board on the unit.

Hello Mike. If the freezer is 38, it does not sound like the inverter is bad. It sounds like the sealed system has failed and you will need an HVAC tech to repair the unit. If the inverter was bad, the compressor would not run.

Victor R for Model Number RS267TDBP/XAA-0000

Hi for the past 3 three weeks my refrigerator has gone down hill, first problem. The display on the freezer door where all the touch buttons are stop working. All it does is dispense water and nothing else. The ice maker is still working and making ice but the dispenser will not dispense the ice. Nothing on the display will work just water. The display if flashing some numbers or letters but I can not read what it is because some of the small lines that make up the numbers do not light up. Second problem, 3 days ago the refrigerator started making a loud noisy that sound like the fan going bad. The noisy would stop when I open the right side door of the refrigerator then the noisy would start again when I closed the right side door. It does sound like the fan but I think this refrigerator has 3 fans so I am not sure which one is making the noise. So can I ask for your help as to what parts need to be replace because as of now we are using our very old and simple refrigerator in the garage that is 15 years older then the Samsung one with all the problems. They just don't make then as good as before. Heart felt thanks for any help you can provide. Vic

Victor, The reason the unit would not be doing anything other than dispensing water would be caused by a error code that is showing on the display. Without knowing what the error code is and the fan in the refrigerator compartment making noise, it would be a good guess that it has something to do with the defrost on the refrigerator side. You will want to access the evaporator and see if it is iced up. If it is then test the defrost sensor and defrost heater to make sure that they are good. If either one shows bad then it would need to be replaced. This should clear up the issue with the display of the unit.
