Hello Milton, The flipper WP2198633 goes on the left side of freezer liner and is used to stop the icemaker from going into a harvest mode when door is open. If the icemaker has already gone into a harvest before opening door it will continue cycle. The flipper will keep the ice compartment door from opening and dropping ice everywhere if the door is open. If you are missing the guide [W10297244] on the front of the icemaker this would cause the ice to fall all over the freezer when the door is closed. If this is missing you would want to install new one.

Hello David. You will open the freezer door and remove the screws securing the cover to the inside wall. Then remove the pin and spring from the frame and remove the old flipper. Install the new flipper WP2198633 and make sure the spring has tension to keep it open. Hope this helps.
