Hello Carleen, the Vinyl Touchup has a very long life if the cap is tight and it is stored at room temperature. Before using this touchup any rust left on the dishwater rack tines needs to be removed. If the vinyl coated tine is pierced or the coating is worn down and water gets to the steel tine it will start rusting again.

Joe K., You don't necessarily have to "sand" but there is some preparation needed. Basically, Remove loose rust from repair area. Clean repair area with rubbing alcohol and let dry. Shake bottle well before using. Apply coating to repair area, overlapping the existing finish. For best results, apply multiple coats(2 or 3) and let dry 30 minutes between coats. Allow overnight drying before use.
