Used Google to troubleshoot the issue. Inside the freezer I took the back off. Noticed two things. The evaporator motor was not turning and the top half of the coils were frozen over. This thermostat is a temperature safety device that opens the circuit if temperatures climb beyond the safe threshold. Replacing a failed thermostat helps protect the appliance from overheating and restores normal heating performance.
Tested start relay and fan with multimeter both passed. The condenser would start only if the thermostat was on the highest setting and the refrigerator would cool for a while, stop and not restart unless I adjusted the defrost timer. Decided to replace the thermostat, defrost timer and defrost thermostat. The refrigerator is working as expected. I had to cut down the length of the bar using a Dremel so that it would fit into the channels, it was originally too wide to fit into the fridge. One thing to note, only cut it as wide as the actual fridge; you can get it into the plastic shelf structure by sliding it too much into one side, and then guiding it into the other side. Read more
