Fixed it by replacing the electronic control board. Only 30 min. to fix. (See further down for effort to diagnose the problem.) Checked compressor windings - ok. Start relay looked no rattle or burning. Start capacitor seamed ok but hard to check. No 120VC to start relay at any time. Ordered thermistor, and electronic control unit. Figuring it was a bad thermistor not telling the ECU it was warm and to turn on the compressor. Or the ECU was damaged and was not sending the 120v to the compressor. Changed the thermistor first (cheapest part and as Appliance parts pros has a return policy I wanted to start there). ... Aluminum strap secures the defrost heater against the evaporator coil. Replace if broken, cracked, or missing to maintain proper heater contact.
Removed the freezer shelves and back panel, evaporator coils were frozen with ice. Defrosted coil and removed defrost heater connectors, measured no continuity in the heater and ordered a replacement. Also discovered the aluminum retention strap was broken and the heater had slipped down in it's position, ordered and replacement strap.
