With the basket out of the dishwasher, the plastic parts basically snap on and off... popped the broken parts off and the new parts on. The 2 wheel and mount assemblies were a little more complicated. The video on the website advises to disconnect the supply line and drain line... I didn't have to do this. This upper rack adjuster sets and secures the dishwasher's top rack height so dishes clear the spray arms and load properly. When the adjuster wears or breaks, the rack can become uneven or stuck, leading to poor cleaning and loading issues.

To eliminate ordering parts that are working, I went to hardware store to get a multimeter to test and confirmed the continuity of the themal fuse and the door switches are working. Saw another reviewer post a similar problem and I went with the solution by replacing the panel-ctl.
