Gary, A "high limit" is an overheat safety device that "opens" and eliminates power to one side of the heater device, so it won't heat. Based on your post, if the only element you're having an issue with is the lower bake element, you will need to check for a broken,damaged,or loose wire to the element, or You'd have a faulty relay on the control assembly W10769079.
