If it is open, you will need to check for any item in the unit that can draw excessive current such as the motor windings, the heating circuit, or any loose connection. When the thermal fuse kit is installed, be sure to install the wiring that comes with it since the manufacturer has identified the previous style of connection for the thermal fuse has caused this condition.
