Found similar stories here that were fixed with a control board replacement. I couldn't see any visible damage on my control board (which was trivial to remove with no more of a tool than a screwdriver or guitar pick to get under the edge and pry it out), but I ordered one anyway and added a run capacitor just in case (I was more interested in getting the freezer fixed quickly than minimizing my order). Swapping the control board was enough, just pop the old one out, push the new one in and plug the freezer back in. The freezer is running fine and I am a god among mortals.
