The starter cord is attached to a pulley that has a spring for rewinding the cord after the engine starts. If the engine pulley is damaged due to rust or corrosion and the string won't pull, the engine won't start. The pulley may make screeching or whining sounds when pulled, this is one way to recognize that the pulley is beginning to go bad and should be replaced soon.Before replacing the pulley, make sure the engine is cool and remove the spark plug. Remove the starter housing to access the rope starter and pulley. Disassemble the pulley system and discard the old pulley. Reinstall the new pulley and thread the starter cord back around it. Reassemble the housing and put the spark plugs back so that you can test the starter. This engine pulley is made of heavy-duty steel and sold as an individual unit.
