Andy, if both the left front ring and the left rear ring of the element will only turn on when the switches are set to the highest setting, the switches WB24T10134 and WB24T10119 would need to be replaced.

Ron, The hot indicator light staying on would be caused by a faulty thermal limiter on the element which would require the element to be replaced. For the cycling issue, this could be caused by the same issue. on both.
