This corrected both problems. Before attempting this repair I used the Appliance Parts Forum for info on how to make these repairs. Keith S Powhatan , VA January 23, 2019 Appliance: Samsung Refrigerator RF26XAERS/XAA Water dispenser stopped working. Tried replacing the water valve with no luck. Then I remembered that no water came out of the line from the water tank when I changed the water valve. So I pulled out the water tank and found it had frozen solid and ruptured the line between the two tanks. I replaced the heater element and the tank assembly and it all works perfectly now.
