I had no hope of separating the panel from the frame without damaging the frame since the two parts were rusted pretty badly and the screws holding the panel to the frame were completely beyond salvage. With the basket out of the dishwasher, the plastic parts basically snap on and off... popped the broken parts off and the new parts on. The 2 wheel and mount assemblies were a little more complicated. The video on the website advises to disconnect the supply line and drain line... I didn't have to do this.
