First I did the obvious: Changed the evaporator fan motor and condenser fan motor. Then I realized there was too little air flow from the freezer to the refrigerator, so I replaced the air baffle assembly. Now everything works again. This is a rubber gasket that seals the connection between the water fill tube and the ice maker assembly inside the freezer compartment. It prevents water from leaking around the fill tube during the ice maker's fill cycle. I assessed that because the compressor was also not turning on that the issue could be the relay board.
