Second, verified that water was flowing from supply valve by disconnecting line to automatic water valve and observing flow into a bucket. Found water reservoir had frozen solid and had cracked (no idea yet why it froze). I had previously fixed a frozen drain from the cooler by wrapping 12 Ga bare copper wire around the heater element and routing into the drain hole and that was working and clear.
