After running some tests I determined that the problem was a bad defrost timer. The timer would occasionally fail to trigger the compressor to restart at the end of the defrost cycle. I had removed the frame some time ago to deal with a different issue. It turns out there are two types of screws. Apparently, when I replaced the screws, I did so randomly, and some did not quite fit the holes, and fell out and were lost over time.
