Install notes
- Disconnect power at the breaker before servicing to prevent electrical shock

- Ensure terminals are fully seated; do not overtighten mounting screws, then restore power and test bake

I removed the kick panel/door and confirmed there was no flame. Inspection with a flashlight revealed the igniter was damage - partly broken away. Using a 1/4" socket set I removed the burner assembly. Inspection showed the burner was rusted and the flame deflector had fallen off. I ordered both the "Dryer Igniter and Bracket" and a burner. This was a 2000 model so rather than just replace the defrost timer which was visibly burnt on the terminals, we just did everything. The cold control, defrost timer, thermostat, defrost heater and the compressor capacitor were all replaced. I had the same issue on my older unit and tore it apart replacing one item at a time over a three month period so on an older one i suggest do it all while it is apart.

Turned off power to oven. Removed the oven door. Unscrewed and removed the metal plate. Pulled element off wires and attached them to the new element. (This took needle nose pliers and many attempts. Needed dexterous fingers and good eyesight.) Put everything back.

I took the old Terminal block out and put the new one back in. it's about 15 minutes job. it was a really simple thing to do.
I don't know why it always get the Terminal Block burn in every 3 or 4 months. I have to replace it all the times. I am very disappoint about the Electric Stove. The brand I have, is Hotpoint. I think about changing to Gas Stove instead soon.

Isolated the problem to extreme frost build up on the evaporator coils.
I measured an open circuit on the defrost heater/thermostat, so I ordered both.
Following the procedure in the GE service manual for this refrigerator, I gained access to the evaporator in the back of the freezer section, and I replaced the both heater element and the defrost thermostat. Refrigerator cools fine now.
