First I spent time researching. Then I looked at the control panel, which to my DIY eye looked great. Then I replaced the overload and run capacitor. And that fixed the problem. The repair itself took less than 15 minutes but I spent about 30 additional minutes researching and watching repair videos. Note that It takes some effort to access and pull the damaged part out of the socket on the compressor.

Thawed out the evap/heat exchanger assembly, replaced the overload/relay kit as well as the defrost control board and the fridge was back in business, everything working fine.

I researched the problem and determined that the only thing that can cause this was compressor bad or not starting. Since it was cold the day before I felt it had to be the starter parts and ordered them. It was also very important to clean the coil which I believe caused the over heating.
