I removed two sheet metal screws to remove the panel above the washing machine lid. That exposed four more phillips drive sheet metal screws, after removing those the dashboard control panel is held by two smaller black screws slightly recessed in the lower corners. Took door off, saw that dispenser linkage was ok, I could open and close by hand, so figured the wax motor or the wiring to it were most likely the problem. I took off the wax motor ( actuator) and ran 120 volts to it via jumper wires, and it did not move at all, so figured good chance that was the problem.
