Given all the symptoms, we figured that the control board went out.
First, unplug the refrigerator. The control board was easy to access by removing a panel on the back of the fridge. I unplugged all the connectors and used a putty knife to release the board from the plastic retaining clips. Had to remove the door from the main body of the dishwasher and then take the outer door apart from the inner door. Find a good video that showed how to do this but it was not exactly like the model of GE dishwasher that I have. Once you know how to remove the panel it went fairly quick.
