There should be at least 3/4 to 1 inch depth of water in the bottom of the tub after the fill cycle, and the dishwasher is running a couple of minutes. Then consider the circulation pump 00239144 or pump repair kit 00167085, if the impeller assembly has gotten damaged or clogged, this could reduce the pressure and water flow, as well.
