The toe plate may need to be removed to make taking the filter out easier, but the filter should rotate counter-clockwise to remove. It may also make it easier to turn the water off at the supply line, activate the dispenser to relieve the water pressure, and then rotate the filter.

The filter housing has a built-in bypass system that will close off the filter entrance allowing the water to be used as normal. If the filter housing leaks, then the bypass is not fully shutting and would need to be replaced.
