I had no hope of separating the panel from the frame without damaging the frame since the two parts were rusted pretty badly and the screws holding the panel to the frame were completely beyond salvage. Replaced the heating element as shown in the video. Repaired a bad connector on the wire leading to the heating element. The clean light still flashed 3 times. Determined that the thermal fuse also needed to be replaced. Replaced the thermal fuse as shown in the video. The clean light now flashed 7 times which I discovered meant that the control panel needed to be reset. I then reset the control panel by pressing the buttons: normal, heated dry, normal, heated dry.
