I turned off power and unplugged the touch panel ribbon cable. After restoring power and closing the dishwasher, it started running a drain cycle--this suggested the issue was the touch panel. I ordered a new Panel-Control. The old one was removed easily by taking out six screws. The old panel lifted, then tilted out. The electronic circuit board was disconnected and attached to the new panel. My new panel did not want to fit in properly at first.
