This is a genuine OEM replacement pin commonly found in chippers and shredders. This pin is part of a larger clevis pin and helps secure the larger pin into an engine. Clevis pins are inexpensive metal fasteners that connect parts without having to thread into the body of another part. They have a three-part construction consisting of the clevis, a pin, and a tang. This part is the pin that fasteners the clevis. The most likely reason why this pin would need replacing is if it fell out while the engine was running. Engines produce enough heat to cause parts to expand, and it is possible that a clevis could have expanded and the pin fell out. Should this happen, the clevis will no long fasten, and the pin will need to be replaced. Clevises are found in multiple places throughout an engine, so be sure to follow the user's manual to identify the right part.
