I ordered a new Phase Control Board given my mixer issue. Amazingly, it arrived the next day. I watched the excellent repair video, but it said to put a little heat conductive paste on the back of Phase Control Board. I finally got a hold of some of that after a week, but it turns out it's optional according to another post I read. Maybe it is, maybe it isn't. I wanted mine to last as long as possible. After replacing it, I put it to the test. Exact same issue. After some thought, close examination of the mechanism, and watching the video on replacing the speed control plate, I realized the culprit was the bottom adjustment screw that adjusts the high speeds. It's supposed to be approximately 9/32" out the back. Mine had inadvertently been screwed way too far in resulting in low speeds not working. Once I backed it out to roughly 9/32", Voila! It worked!
