Fixed it by replacing the electronic control board. Only 30 min. to fix. (See further down for effort to diagnose the problem.) Most of this "fixing time" was spent removing the control panel to access the control board that is attached to it. My freezer has the control panel located in the top center of the door. I unplugged the freezer, removed the old control board by prying it out with my hands and then pressed in the new control board with my hands. The freezer functioned normally after it was plugged into the wall outlet again. Someone with large hands or short fingernails might benefit from the use of a straight blade screwdriver while prying out the broken control board.

I tested the fan outside of the freezer with an adapted direct plug-in cord and it ran fine. I tested the controller tsd it was within the good range along with the run capacitor and it tested good as well. I then tested the compressor resistance, it tested good, although the compressor could have been mechanically bad, it wasn't and I don't know of a way to test for it. Fan motor obviously shot... hard to turn by hand. Defrosted for 48 hours, cleaned & bleached drain tube. Never tried to test the old timer or bi-metal but it now runs perfectly and tightly maintains 39/0 degrees with dry fridge. When reassembled and powered up, compressor did nothing... Easiest fix in the world! Took a painters putty knife and pried off the panel. Panel popped off and iI just replaced it. Make sure you turn the power off first before you start your repair.
