The 2 sensors that sit on top of the flame tube work together. The Thrmst F should check closed, as should the Cutoff-TML, in order for power to flow to the ignitor. If the Cutoff is open, it is usually because the Thrmst-F did not open soon enough. The Thermst-F will cycle, closed to open, and repeat, however the Cutoff-HTML is a one time switch. The washer is an OEM replacement part for Whirlpool clothes dryers. This part is located on the drum roller support shaft in your dryer. The exterior of the washer is 1 inch in diameter with a hole in the middle and is made of metal. They are installed alongside the drum support rollers and idler pulleys. They help prevent the rollers and pulleys from bumping up against the brackets they are installed on. If you are replacing the rollers, we suggest you replace the washers at the same time. I removed the kick panel/door and confirmed there was no flame. Inspection with a flashlight revealed the igniter was damage - partly broken away. Using a 1/4" socket set I removed the burner assembly. Inspection showed the burner was rusted and the flame deflector had fallen off. I ordered both the "Dryer Igniter and Bracket" and a burner. There is no good diagram explaining how exactly these fit in. I had to do trial and error. The parts are quite delicate so I actually broke one trying to get it in.
