I did some research. Found a comment on this website... shake the ptc component it was ratteling... there's a ceramic disc inside the ptc. if broken, this could be the source for the ratteling sound. Sure enough that was happening... one new ptc later an all is good. Ran fridge for 3 days now... no issues
It was gamble, took it.. and came out ahead. The capicitor looked as if was OK... it was not buldging... no obvious burnt marks anywhere.
Tricky part was getting the 'bale' wire reattached...

Installed a new thermistor tempiture control and it heats up as it should.
Tools used was a ohlm meter, 1" stiff puty knife, #2 Philips screw driver, neadle nose pliers,1/4 & 5/16 nut drivers.

Removed lid. Removed switch panel. Suspected open circuit in thermal fuse. Tested it with a multimeter first to confirm it had an open circuit. This part is obsolete. Contacted manufacturer and found part supercedes to a different part number Ordered part. (This website is very efficient. The part arrived with the 1.7 day promise time.) new fuse bracket is slightly larger due to supercession. Marked bolt hole locations and drilled new. Installed fuse. Re-assembled dryer in reverse order....

Replaced upper and lower felts. Painted rubbing surface on inside of drum with refrigerator enamel. Took out drum and lubed rear bearing. Replaced 2 of the 3 thermostats, and the belt just on principle.
Spent a lot of time with shop-vac removing lint from drier and exhaust ducts.
Runs great and is no longer cooking or staining clothes.

Checked the heating element and found that it was shot so I bought a new one with out checking the thermostat and the cutoff-tml. I received the new element and it still wasn't heating so I had to wait another week for the cutoff-tml to be delivered. If your dryer isn't heating, make sure you check all parts of the heating system with a multimeter before you order new parts.

First checked the power then took off the compresser connections cover looked for burnt wires or loose or disconnected wires they were none of those I then removed the wires from the starter an overload protector removed them checked both for contunuaty overload protector no contunuaty then I checked the 3 poles on the comp. for contunuaty they were ok then I checked each pole to ground on the com. to final check that the comp. was still good
