Checked compressor windings - ok. Start relay looked no rattle or burning. Start capacitor seamed ok but hard to check. No 120VC to start relay at any time. Ordered thermistor, and electronic control unit. Figuring it was a bad thermistor not telling the ECU it was warm and to turn on the compressor. Ended up being the defrost sensor. Ordered the heater and control board just in case. Started with the control board still didn't defrost. replaced the sensor and all is well.
