I pulled out the wiring harness for the bulb and really inspected the sockets. (The wire connections on one of the sockets were really loose and the inside of that socket was a little melted.) I replaced the light wiring harness and sockets.
It was a really simple fix.

I called GE and they sent a tech out. $89 service call. Had I REALLY inspected the oven the hidden element had blown and separated and part of it welded itself to the inside of it's compartment. GE wanted another $350 to come back and fix it. I bought the part here for around $55 and had it running again in about an hour!

I found the assembly with heater element, thermostat, and the thermal fuse already assembled (cheaper than finding what part was bad and ordering that one part).
unplugged dryer, pulled it out and removed the dryer exhaust tube, the top and front. The harness was a little short so I wasnt able to pull the whole heater assembly out before disconnecting. BEFORE disconnecting I took a picture so that if my brain forgot what wires went were!!!!

Would advise before doing this repair to watch the video for it. It is not a plug in connection anymore like older ovens. The key is to keep the connecting wires from the oven from falling or pulling into the inner wall of the oven. The wires may not come very far out away from the wall of the oven so make sure to secure them. The video shows a good way to do that. Turned stove breaker off in the main breaker box and also unplugged the oven from the 220 outlet. pulled the baking racks out of the oven and proceeded to locate the 1/4 screws just above the bake element where it passes through the metal wall and removed them. pulled the element forward until the wires were exposed and unplugged them and then attached the new element to the wires and reinstalled in reverse order.

Range has no model ID plate anywhere. Flip off electric at circuit breaker box. Opened top of range and noted details of the faulty burner, including confirm that outer coil was fried.
