I suspected the start-relay and tested it due to the lint plugged condenser coils. The start-relay rattled when shook, a telling sign it is no good due to over heating. I tested the compressor terminals and compared them the results with the Tech Data Sheet found with the unit, to find my compressor was still good. First I spent time researching. Then I looked at the control panel, which to my DIY eye looked great. Then I replaced the overload and run capacitor. And that fixed the problem. The repair itself took less than 15 minutes but I spent about 30 additional minutes researching and watching repair videos. Note that It takes some effort to access and pull the damaged part out of the socket on the compressor.
