First swapped other working burner and the problem moved. This verified that the problem was with the burner element and not something else. I order the part from ApplianceParts. The new burner connector looked different than the old one but the new one fit fine.
The time to fix was less than five minutes and required no tools.

Easy. Pulled the two screws that hold the top in place. Then lift the top and slide it forward 4 inches. Reach in and disconnect the two wiring harnesses (Squeeze the sides to release). Lift the entire top off and place it upside down on the table. Remove the four screws that hold the metal panel to the top. Flip this panel upside down.
