I removed the kick panel/door and confirmed there was no flame. Inspection with a flashlight revealed the igniter was damage - partly broken away. Troubleshot the oven by checking the broiler which worked good (same fuel valve). After reading the some tips about troubleshooting the Glow Ignitor I could see the broiler ignitor got white hot and the oven ignitor only got bright orange (orange to red causes intermittent ignition or mini explosions).
