After some simple troubleshooting, determined that it was likely the (rear) main control board. Once the new board arrived, it was installed in 5-10 minutes once the refrigerator was pulled out from the wall and the area cleaned up a bit. Replaced the Main Control Board Assembly along with the evaporator and condenser fan motors. I thoroughly cleaned the very very dirty condenser with a 4$ brush offered by the parts specialist and while I was at it, I changed the door seals and replaced one of the door trays. Beats the crap out of spending $10,000 on a new refrigerator that because of Covid 19 wouldn't be here before the middle of November.

This was a newer GE Monogram side-by-side unit that used an inverter compressor. I removed the inverter and used an ohmmeter to measure the resistance of each of the three windings. They were all very close to one another: about 6.8 ohms per winding. I concluded that the compressor was probably not at fault.
