Switches needed to be replaced. Make note of where each screw comes from. They were not all the same. To remove the front panel and get to the switches, you have to partially remove the cook top. Removed 5 screws from the back to release the cooktop. Slid the cooktop back far enough to expose screws holding on the front panel. 1) Unscrewed the metal pieces behind the switch panel. You'll notice 3 screws. Afterwards, I realized that I just needed to remove the screws to the left and right of the switch box. The box then slides out. If you take out the third that connects the box to the wire cover, just remember to screw that back in before you replace the box.
