Ordered the clips that we easy to find on line.
They can within a few days..and replaced them myself..didn't wait for my husband. Hardest part was getting the end caps off the metal rack to replace the rollers and clips. They fit in there spmehow. I used a screwdriver to get them out. Rest was a piece of cake

I found my parts and ordered the six I needed, however I did not pick up on the difference from the front wheels to the rear wheels in the the descriptions. The rear wheels are narrower and I ordered all front wheels, six fronts instead of four front and two rear. I made it work by using the axle from the new wheel with two old narrow wheels.

We purchased both the roller studs and new rollers for all of the slots on the lower rack. They came two days later and I was able to easily click them into place and the lower rack now rolls smoothly and securely. I only wish I hadn't lived with it in the broken stage as long as I did - such an easy and affordable fix.
