I took apart the washer to find both of the weight balancers had broken in 2 and were banging around. They had also caused the boot seal to rip. I removed the broken weight balancers and replaced them along with a new boot seal. There was one small spot with the seal wasn't fully attached to the outer drum so I had to take it back apart to fix that minor error on my part. Otherwise, it was a fairly easy fix.

With all the bouncing around the shocks appeared to be done in but that was not the issue. The key was the balance ring. It had leaked all the fluid out causing all the beads to clump. This caused the drum to wobble wildly and not spin at speed.

First I took off the spring loaded wire ring holding down the seal to the door with needle nose pliers. Pulled back the seal. Removed the 3 screws holding the part on the front of the washing machine. Slid the piece out. Took the protector guard off the off piece and unplug the wires. Put the wires into new part.
