This is a dual cable fitting, designed to work with snowblowers. The cable fitting holds the auger cable in place, ensuring that it does not become a safety issue. However, they can suffer damage in several different ways. Plastic becomes brittle over time and through exposure to the elements, and the fitting may eventually crack and break. Locate the fitting on the handle of the snowblower and remove the mounting bolt(s). Remove the fitting and replace it with the new one. Be careful that the cables are properly routed inside the new fitting, then replace the mounting bolt(s). This is a genuine OEM part, and it is sold individually.
