Based on information found at AppliancePartsPros, I determined that the it was most likely the thermostat (thermal fuse). I removed the rear panel and tested the fuse for continuity and it was bad. I used a jumper wire to bypass the fuse and plugged the range back in. The panel turned on and the oven unlocked. I then removed the thermostat and looked up the replacement part and ordered. Easy. Pulled the two screws that hold the top in place. Then lift the top and slide it forward 4 inches. Reach in and disconnect the two wiring harnesses (Squeeze the sides to release). Lift the entire top off and place it upside down on the table. Remove the four screws that hold the metal panel to the top. Flip this panel upside down. The hardest part of this repair was a) realizing that the easiest way to clean the oven door pieces is to remove the whole door and b) figuring out how to put the oven door back on. Doing (b) is infinitely easier if you stick two allen wrenches into the holes in the door hinge, but these holes ONLY appear when the door is fully open. I removed the screws inside the oven door and the retainer rings holding the handle onto the glass.
