Turned off 40 Amp breaker. Removed shelves from oven. Removed two screws in back panel holding element in place. Slowly pulled element free making sure wires stayed attached and not lost in oven insulation. Removed two wires from old element. Attached wires to new element. Pushed wires back into oven rear wall. I disassembled the top of the range and looked at the problem burner. It looked like there was a spark at all three other burners but not the problem burner. I replaced the Oven Igniter. After ensuring that it was the igniter, by turning on the stove and taking out the oven bottom. Watch if it turns red.
