The very easy diagnosis was motor seizure. Because the machine is about a decade old, I decided to renovate most of the guts. This was a 2000 model so rather than just replace the defrost timer which was visibly burnt on the terminals, we just did everything. The cold control, defrost timer, thermostat, defrost heater and the compressor capacitor were all replaced. I first checked the power , we had 220 volt at plug, I removed the back of the stove, checked things out , I found that the stove top burners still worked and the oven light worked.
